City to be investigated under FFP

Now, interestingly, there are 76 teams allegedly being investigated. Not once does it anywhere state that it is us...yet we are on the headline.
However, does anybody know what this statement means in the article?
A club's annual figures do not directly reflect UEFA's break-even calculations but are an indication of those that are at risk - for example spending on facilities, youth development and contracts signed before 2010 are not included.
UEFA's rules state clubs can be up to 45million euros (£37million) in the red over 2012 and 2013 so long as the owners put in equity to cover the losses. If clubs are over the 45million euro-mark over the two years then they will face sanctions.
Does this mean as long as the owner puts cash into the club, it's OK?

I believe it means so long as the owners make up that €45M shortfall. 76 clubs means nearly 1/3 of all clubs that competed in Europe. UEFA also say bring on the lawyers. They expect any legal disputes to be resolved by July!!!

Owners can put as much as they like in, clubs can't make more of a loss than Uefa state though (unless they can argue mitigating circumstances, of which there are a few).
Any loss we have made so far, Sheikh Mansour has covered, so there is absolutely no debt on the club.
