City fans attacked by Police and Security last night

Football fans, especially ours abroad, are just easy targets

Why are police in some of these countries permitted to commit acts of violence against peaceful fans with impunity? Particularly when its a fellow EU country, why are our politicians not taking this matter up with the relevant authorities?
If City or any other English fans had behaved like that we would be villified in the press and banned from Europe.

In fact, I'm pleasantly surprised this has been reported as "City fans attacked by Spanish police" rather than the expected "Spanish police have to sort out English football thugs".

The other thing is that if that had happened here the incident would have been investigated and cops identified as using excessive force would have been reprimanded or worse. Our European neighbours however, accept that the police deal with things this way and it's just the norm. There will be no apology or investigation or criticism of these cops or security stewards in the Spanish media.
