Can we use our money to screw around with other teams?

Can we use our money to screw around with other teams?
If we are sure that a player is going to one of our competitors, and doesn't want to come to city(!), could we put a cheeky bid in just to make sure the price is raised a little?
For instance, it looks as though Ashley Young is going to Utd or Liverpool for about £15M. We could just step in when we get wind of the price and offer £18M or even £20M.
That will either force Utd or Liverpool to have to raise their offer or to walk away from a player they want. Offer a bit more in wages too, say an extra £20K per week and that will be enough to cause a bit of a fuss when it comes to negotiating pay.
It would be nice to think that Young would cost Utd an extra £10M over a 5 year contract.
Now we have some clout, we should start wielding it around. We've been forced to pay over the odds to get players so why not force other teams to do the same?

It definitely worked with Berbatov so why not,as it's the agents who the clubs deal with mainly.
If it stalls the sale as well even better as it gets a bit panicky near the end of the window

if utd want modric, make them pay over £30M for him rather than £25M.
I know if city bought modric it would cost us over £30M
don't let any of our players g to rivals on the cheap.
if arsenal want given, they should pay £10M
