What better incentive for teams to want to field a strong squad in the C1C....to get a Europa spot....some teams may take it a little more seriously if it was offered.

That's been the case for as long as there's been a League Cup - the winner got entry into the CWC or whatever it's been called since. It's just this fairly recent notion that it's "only" a second tier trophy which isn't worth playing for, despite the fact it's seen teams like Birmingham City and Swansea get into Europe without needing a decent league position.
But if the losing finalist was offered the place if the winner was already in Europe, like is done with the FA Cup, then that would at least provide some sort of consolation and incentive. And it wouldn't be any work for the FA, either.

I think the 6th placed team deserves Europe above the runners up in the League Cup ie Everton would deserve it more than Sunland
